Statement by Minister Takehiro Kano at the Board of Governors Meeting starting on 6 June 2016 Item 6: Strengthening the Agency’s activities related to nuclear, radiation, transport and waste safety : Draft Safety Requirement

Thank you, Mr. Chairman,
Japan acknowledges with appreciation the proposed revisions to the IAEA Safety Standards Series, which incorporate the lessons learned from the Fukushima Daiichi accident. In particular, we note that the draft Safety Requirement “Leadership and Management for Safety” underlines the importance to clarify the role of the leadership and to foster strong nuclear safety culture in relevant organizations, while the “Safety of Research Reactors” includes a concept of design extension conditions.
We believe that these Safety Requirements are valuable documents in further strengthening nuclear safety worldwide. Japan welcomes the IAEA’s efforts for swiftly incorporating the lessons learned from the Fukushima Daiichi accident, which have produced the proposal before us.
With these comments, Japan supports the proposed Safety Requirements contained in GOV/2016/14 and GOV/2016/15，and their publication as Safety Requirements in the IAEA Safety Standards Series.

The Practical Export Control Workshop was hosted by the Wassenaar Arrangement as part of its 20th Anniversary programs and held at the Permanent Mission of Japan to the International Organizations in Vienna on 27 and 28 June 2016. More than 100 government representatives from 46 countries participated in the technically focused Practical Workshop.
Workshop speakers included the 2016 WA Plenary Chair Ambassador Anu Laamanen (Finland), 2016 WA General Working Group Chair Ambassador Paul Beijer (Sweden), 2015-2016 WA Experts Group Chair Robertas Rosinas (Lithuania), 2016 WA Licensing and Enforcement Officers Meeting Chair Jon Erik Strömö (Norway), as well as the Head of the WA Secretariat, Ambassador Philip Griffiths. The WA control lists as well as export licensing and enforcement topics were covered during the two days.
